Is It Possible to Open RAR Files Without Extraction and Change Format?

I recently downloaded some files that are packed inside a .RAR archive. Normally, I use WinRAR or 7-Zip to extract them, but I was wondering if there is a way to open and view the content of RAR files without full extraction. Additionally, I want to know if it is possible to directly change the RAR file into another format, like ZIP or TAR, without extracting first. This would save me both time and storage space. Has anyone tried a reliable method or tool for this process?
