I had the same problem when I exported contacts from my Android as a VCF file and tried to put them in Outlook. Outlook only lets you bring in one card at a time, which is useless if you've got hundreds. On top of that, some numbers and photos just don't show up because of vCard version issues. The only thing that worked properly for me was using an offline tool. I used WholeClear VCF to PST Converter - it makes one PST out of all vCards and you can open it straight in Outlook 2010, 2013, 2016 or 365. They've got a free demo, worth checking.
